Externalize all the wikitty found(with the criteria) on the wikitty service designed
by the application config and put the result jar in the target dir

by the application config and put the result jar in the target dir with the specific name
Check on local file if there new file that have to be converted into
wikitty, check wikitty if they have been modified, and check if some
wikitty were deleted and update property
Class usefull when load properties file, update, delete, then save again File
used to load properties is store, and this allow to save again the properties
inside the file used to load them.
Store the properties inside the last file used to load the property (or
by default file used to create the class), equivalent of store(new
FileWriter('File'),"");
property flag to know if copy property from the main appconfig and
overide them with the content of the fallback property file or just tak
it as standalone
